THE LATEST DATE.
The Herald of Saturday has the following, being the latest date of its London correspondent's letters, sent by telejgram from Adelaide :—
Lonoon, March 26 — Civil war in America is all but commenced.^ JefFersou Davis is elected President of the Southern. Confederation, aud. declares that force will be met by foroe— -that the South has seceded,- and, if necessary, will assert its rights with the Wbrd.j Mr. Ljpoplh, the new Resident, of the,; Federal Government, will not ,-reoognise the decision, and deolares that whilst he wili respeot the rights ofthe Southern States,
he will hold, occupy, and possess, all property dud places belonging to the Government, He has ordered all troopsin Mexico and Texas, aud all Uuited States men-of-war in the Mediterranean andPaciflc to return to Northren pott?. Whilst Jefferson Davisis collecting an army of 70,000 men iv the South, and making every other warlike prepare?; tion.r— Gaeta has capitulated at last; aj|; also Messina, and Victor Emmanuel hasf/ assumed the title of King of Italy.^r. Prussia has made demands on DenmaYk'; about Schleswig-Holstein, which threat- 1 ens serious difficulties amongst Euro- ] pean nations. — There has been popular demonstrations in Hungary aud Poland. — The Emperor of Austria has entered, on the path of reform,, and there is. <no> mistake at all about the fa«t of his haVing granted them a constitution which gives a Legislative Assembly like ourjown. Lords and, Commons, who will vote 1 thepublio money, aud arrange taxation, j&o., as in>England'. — The French Chamber have only just closed their discussion on the address to the tKrpne. Every advantage has .been, taken of the freedota of speeoh and discussion granted by the Emperor, but the address itself is jvery, complimentary to his Majesty.-fThe Russian serfs are to be free. — The Fijeiioh occupation in Syria is to be prolonged to' June. — Tbe mouey market is easy. | The Bank of England rate of discount' has been lowered to 7 per cent; and' the Eank of Franoe- rate to 5 per cent. |
