DIOCESAN SYNOD.

The Diocesan Synod of the Cburcb of Eng* land met on Tuesday, the 25th instant, it th© Episcopal residence of bis Lordship tbe Bishop of the Diocese. The following members wete present, namely, the Right Reverend the Bishop of Wellington, (President), tbe Venerable Archdeacon Hadfield, the Reverends Arthur Stock, William Ronaldson, William Tanner, and the following lay representatives, — Messrs. W. M. Bannatyne, James Carter, Edward Battersbee, Dt. Johnson, Robert Stokes, Capt. Smith, aud Capf Bobinson. OPENING ADDBEBS. Hi 3 Lordship the Bishop opened the proceedings of tbe Synod, in reading an address to the members, in which was carefully"reviewed the progress of all clerical matters in this diocese for the last twelve months, and which we shall take an early opportunity of publishing. At the conclusion of the same, on the motion of the Yen. Archdeacon Hadfxeld, seconded by Capt. Smith, it was unanimously resolved — " That tbe best thanks of this Synod be given to his Lordship for the address just read, and that he be requested to allow the same to be printed." APPOINTMENT OF BEOBETABIES. On the motioti cf the Rev. W. Rokaldsos, seconded by the Rev. W. Tasneb, the Rer. A. Stock, was appointed Clerical Secretary ; and on the motion of Mr, Bannattne, seconded by Capt. Robinson, James Carter, Esq., was appointed Lay Secretary to the Synod. APPOINTMENT OF CHAIBMAN Oi. COMMITTEES. Capt. W. M. Smith, was on the motion of Mr. Stokes, seconded by Mr. Battebsbke, nominated tbe Chairman of Committees, STANDING OBDERS. The Rev. A. Stook moved " That the Standing Orders of the last Diocesan Synod be adopted." Tbe motion was seconded by Capt. Smith, and agreed to. BEPORT OP THE STANDING COMMITTEE. Mr. Stokes brought up the Report of the above Committee, and after the same had beeo read, he gave notice that he should move its adoption te-raorrow. The following NOTICEB OF MOTION, were then given for the morrow, namely— Capt. Smuh to move—" That the resolutions of the Committee of lhe last Synod, (printed in tbe 47th and 48th page of the Diocesan Re» port) respecting the stipends of ministers, be beld to apply to tbe clergy who were tben ministering in the diocese, as well as tbose who shall come into it from another diocese." Aroh. Hadfield to move — " Ist., whereas by tbo 25th clause of the Constitution of the Branch of the United Church of Euglaud and Ireland, in the Colony of Ne.v Zealand, it is provided that tbe r.ominatiou of v Bishop shall proceed from the Diocesan Synod, and if sanctioned by the General Synod, shall be submitted by the General Synod to the authorities in Ciurch and State in England, for the favour* able consideration, and whereas it is most desirable that some uniform course of action be adopted by all the Diocesan Synods of tbe Ecclesiastical Province bf New Zealand — il i*

Resolved tbat the following plan be forwarded <o*he Standing Committee of the several Dio cesea, with a *iew of arriving at some general conclusion. That in «ase of a vacancy in the See of Wellington, by the death, resignation, or, otherwise ofthe Bishop, if two-thirds of the clergy and two-thirds of the lay-members con- 1 atituting the Synod, in the occurrence of such .vacancy, shall agree in the choice of a fit and proper person for the vacant Bishopric, such nomination shall be submitted to the Genf-ral Synod for tbeir sanction. But if two-thirds of the Clergy and of the Laity,|constituting tbe Synod, shall not agree as aforesaid, then the nomination tojthe vacant See shall he remitted to his Grace the Archbishop of Canterbury. 2ndly, to move—" That while this Synod is desirous of expressing its sympathy with the Bishop of New Zealand, for the loss of tbe missionary schooner " Southern Cross," it wisb«s at the same time to congratulate his Lordship and tbe New Zealand Church, on the permission given by the Secretary of State for the Colonies, to consecrate tbe Rev. J. C. Patterion as Bishop of Milanesia, and cordially assents to the Bishop of Wellington obeying the summons of the Metropolitan to go to some Milanesian Island for the consecration."— 3rdly, to irove,— "That this Synod is desirous of expressing its thank* to Dr. Bray's Associates, for their liberal gift of books to the Diocesau Library, and of acknowledging receipt of the , same.' „. , . Mr. Stokes to move—" For leave to bring inau "Interpretation" Bill, with reference to vacancies in the election of Synodsmeu." f Mr. Stokes to move— ,% That until the next Session of the General Synod of New Zealand, the Ecclesiastical Offences Bill, with the omission of the third clause, and the Ecclesiastical Court Bill, proposed by the Standiug Commission, be adopted by this „ Diocesan Synod in lieu of the Bill for establishing Diocesan Courts and Courts of Appeal." Mr. Bannatyne to move— "Tbe appointment ef a Standing Committee," and " that Mr. Stokes be {appointed Treasurer of tbe Diocesan Fund." Mi. Bahnatyne to move—" That tbe Yen. Archdeacon Ha,dfield, Mr. Ludlarn, and Mr. Stokes, be appointed the nominators of the j Diocesan Synod." j Rev W. Ronaldson— " To autl.orise the Standing Committee to accept or not for the nse of this Diocese the Hymnal which has been srepared5 repared by the Committee^of the Diocese of Tew Zealand." Mr. Stokes to move—" Whereas it is expedient that the Diocese of Wellington should be divided into Electoral Districts for the purposes of the Statute passed by the General Synod of New Zealand in 1859, entituled « A Statute for organizing the General Synod,' and that provision should be made for the election of Lay Representatives to the General Synod, it is hereby resolved that the Diocese of Wellington shall be divided inta the six following districts, each of which shall return a Lay Bepresentative to the General Synod." "1. District of Wanganui, including the parish of Christchurch of Wanganui, and the Districts situate between the said parish and Pahautanui. "2. St. Paul's, Thorndon, including tbe Parish of St. Paul's, and districts of Karori, Porirua, and Pahautanui. "3. St. Peter's, Te Aro. "4. The Hutt, including the Upper and Lower Hutt, within the boundaries described in the Electoral District thereof. **5. The Wairarapn, iuel uding the distiicts between the Upper Hutt and the boundaries of the Province of Hawke's Bay. " 6. Tbe Province of Hawke's Bay. ** Tbe provisions ofthe 7th, Bth, 9th, 10th, and llth clauses of the Act for determining the number of Synodsmen which regulate the election of Synodsmen for the Diocesan Synod so far as they sball be applicable, shall be in force for Tegulating the mode of voting,. and for determining all other matters relating to the election of lay representatives to the General Synod in the said Electoral Districts." Capt. Smith to move — "That the Synod recommends to tbe Standing Committee for their guidance, the resolutions passed by this Syn*d during the present session, and also the several resolutions and recommendations con- ' tamed in the several Reports of Committees, j adopted by tbe last Diocesan Synod, and j authorize the Standing Committee to act on the said resolutions and recommendations during the interval between the close of tbe present Session and the commencement of the next.'' The Rev. A. Stock to move—" The appointment of a Printing Committee, to arrange for the; payment of the expenses incurred by tbe last Synod, and for the printing of parts of the proceedings ofthe present Synod. Such Committee to consist ofthe Bishop, Messrs. Bannrtyne, Battersbee, Cheesernan, and the mover." Mr. Battebsbee to move — "Tbat the Standing Committee be empowered to fill up any vacancy or vacancies in such Committee, by death, resignation, or otherwise, until the next Session of this Synod."
