LATE ENGLISH NEWS.

(From the Sydney Morning Herald.) We have received, via California, Englirh news to the 9th November, being a fortnight later than has been received direct.

The most interesting English news is the excitement which has been caused throughout England by the publication of the Pope's bull creating the Archbishopric of Westminster aud other English sees. [t is evident that the people aud Government will not submit to this usurpation, and if the present law is not strong enough to prevent it, a new law will be passed for that purpose. Lord John Russell's letter on the subject (which will be found amongst our extracts) will be read with interest. Numerous meetings, both clerical and the feelings of the country was being unequivocally expressed.

There was but little political news, but members were arriving in town to prepare for the approaching sessions of Parliament.

Mr. Martin, of the Northern Circuit, had been appointed a.ludge, in place of Mr. Baron Rolfe, appointed Vice Chancellor.

Trade continued brisk. We have no accounts of wool. Tallow was quoted at 385.. All kinds of oil were said to be said to lie in demand.

In France the " treats " | given, to the army by Louis Napolean had excited the grave displeasure of the high military officers, as subverse of all discipline, and had caused a quarrel between the President and General Changarnier, which it was expected would have serious political consequences.

The decided tone of Russia and Austria in the German quarrels would probably be successful, and the Prussian interference both in Hesse Cassel and Schleswig Holstein, be put an end to. Indeed, Prussia had been compelled to withdraw troops which were on the march, rather than risk a war with her formidable neighbours.

At Constantinople the Admiral's ship had blown up, and one thousand men were killed by the explosion.

Papacy Re-established ix Engi..\n t d. —The Papal Bull for the partition of England into new Roman Catholic dioceses, is entitled " Apostolic Letter of our Most Holy Lord, by Divine Providence Pope Pius IX., by which the Episcopalian Hierarchy in England is restored. The document is exceedingly lengthy, and filled with extraneous matter. All however, which is interesting to English readers is contained in the following extract:— "Beginuing with the London district, it will form two sees- -namely, that of Westminster, which we elevate to the metropolitan or archiepiscopal dignity and that of Southwark, which we assign to it as a suffragan, as well us the others hereinafter mentioned. The diocese of Westminster will include the portion of the said district extending to the north of the Thames, and comprise the counties of Middlesex, Essex, and Hertford; that of Southwark, to the south of the Thames, will comprise the counties of Berks, Southampton, Surrey, Sussex, and Kent, with the Isle of Wight, Guernsey, and the other adjacent islands. In the district of the north there will be but one episcopal see, that of the district. The district of York will also form but one diocese, and the bishop will reside at Beverley. The district of Lancaster will be divided into two bishoprics, Liverpool and Salford. The jurisdiction of the former will extend to the Isle of Man. As regards the country of Chester, although belonging to that district, we annex it to another diocese. In Wales there will be two episco palsees—namely Salop and Merthyr-Tidvil and Newport united. The diocese of Salop will comprise, in its northern part, the counties of Anglesey, Caernarvon, Denbigh, Flint Merioneth, and Montgomery, to which we annex the county of Chester, detached from the district of Lancaster, and that of Salop, from the central district. The diocese of the Bishop of MerthyrTidvil and Newport will be formed of the southern counties of the district, Brecknock, Glamorgan, Pembroke,and Radnor, as also the English counties of Monmouth aud Hereford. Jn the western, district

we create two episcopal sees, Clifton and Plymouth. The first will comprise the counties of Gloucester, Somerset, and Wilts, and the other those of Devon, Dorset, and Cornwall. The central district, from which we have already detached the county of. Salop, wiil include two episcopal sees, Nottingham and Birmingham. We assign to the first the counties of Nottingham, Derby, Leicester, and those of Rutland and Lincoln, which we separate from the eastern district; and to the second, the counties of Stafford, Warwick, Buckingham, and Oxford. Finally, the eastern district will only contain one episcopal see, which will assume ' the name of the town of Northampton, i and preserve its present limits with the expection of the counties of Rutland and , Lincoln, which weiiave annexed to the r diocese of Nottingham."
