Daladier, speaking in the Chamber of Deputies, defined France’s attitude towards the Mussolini peace plan. He said Prance would not countenance a directory of the great Powers laying down the law to the smaller nations. The French solution of the European problem was for equality of nations. Any new pact must be a sequel to the League Covenant and the Kellogg and Locarno Pacts. An earlier message stated that the French Government accepted the principle of a four-Power pact, and it favoured the opening of negotiations with the Governments concerned in order to define methods of collaboration.
