It Is revealed that Britain’s naval proposals have reached Washington by mail and that America’s reply is aVaited. The Geneva correspondent of the Times says a trustworthy authority has disclosed the fact that among the 17 points on which the Prime Minister, Mr MacDonald, stated that an agreement with the United States had been reached are the following: The whole accord to be definitely linked with the Kellogg Pact. The two countries to assume naval cooperation, not antagonism. Parity to .apply to every class of vessel, Naval strength to be reduced, not merely limited. A progressive reduction over a period of years to be effected by the non-replacement of obsolete ships. The active life of all warships to be prolonged. The “yardstick” to be applied only to cruisers. The total tonnage of destroyers and submarines to be limited. Small police cruisers not to be computed in the naval strength. The unsettled points are believed to include the question of restricting the maximum tonnage of battleships to less than was authorised under the Washington treaty; also the actual reduction of cruiser tonnage of both countries and a reduced maximum gun calibre.
