HIE HEM EAST CONTROL OF STRAITS RUSSO-TURKISH PROPOSALS OPENING OF DARDANELLES. Australian and N.Z. Cable, (Received 2.30 p.m.) LAUSANNE, December 19. The Russo-Turkish proposals on the Straits question provide that the Dardanelles shall only be opened if Turkey can maintain th c military situation, and it the inviolability ol the frontier of demilitarised Tlii'aCe be guaranteed. Tile Sea of Marmora should bo excluded, ane. no restriction placed on the Turkish defences therein. The islands of Sams Thrace, and Tinedo s should form an integra): part of the Dardanelles. 3 nrkey opposes a Greek licet at Lemnos. Turkey plans regarding non-Moslem rninortie.s to provide that minorities shall enjoy the same rights of liberty as majorities, particularly the right of association. Turkey would submit any differences to an international court of justice. On the other hand the rights accorded to non-Moslems in Turkey would bo. accorded by the neighbouring Sfates to Most-era minorities in their tc’ ritories.
