EQUALITY OF TREATMENT. i United Service Tale grama A (Received 9.3 C a.m.) LAUSAIfNE December 20. There were lively exchanges at the Straits Commission meeting. Th e Russians under the pretext of exclusion from the exports work, unexpectedly si-bun tied proposals embodying M. Tcliiuiicrin's previously announced claims for equality of treatment and senility of commerce, for the Straits, and demanding that they should form t!ie basis of discussion. M. Tcbitcherin declared that the Allied plan ivvas solely directed against Russia, and rendered peace illusory. The Marquig Curzon (Britain) supported b v M. Barrens (France) and Signor darroni (Italy) formally refused, and declared that the Russian and Turkish dilatoriness was intolerable, and was delaying the conference indefinitely. The Allies’ proposals for control of the Strait;; fell under two beads: Firstly, regulation of tlio passage of merchantmen and warships; secondly, the creation of demilitarised zones on \bo shores of the Straits.

WARNING TO THE TURKS. (Received 11.39 a.m.) LAUSANNE, December 19. The Marquis Curzon informed tho Turks that the Straits discussion could not go on longer. The last meeting of tho Commission will be held to morrow when tho Turk s must decide to accept tho Allied proposals or the conference would terminate.
