COMPLETE WITHDRAWAL OF TROOPS. REDUCTION O,U NAVA'. (United Service Telegram!?) (Received 9-30 a.in.) HONOLULU, April 29. The newspaper Jiwis Tokie correspondent reports that, the Japanese troops have completely withdrawn from Tsing-tno and Tsin Anfn railway zones, also that the- Japanese Navy Department has dismissed twelve thousand oflicei's and men pursuant to the Washington retrenchment policy.
