(Received 12.30 p.m.) TOKIO, April 4

Further desultory fighting is reported in Siberia, where the Reds at Spaskaya responded to the Japanese demand that they should clisarm by opening fire. Other fighting is in progress along the Usuri railway, in which the Japanese suffered little owing to the Reds being untrained recruits and poor shots. Tho effect of the serious reports appear to be the hastening of the Dairen negotiations, which are now reported to be reaching a conclusion. The Japanese*' final note has been answered, and the reply will be considered, at to-morrow's session of the advisory council.
