Replying to the speeches at the presentation of the Freedom of the city o-i Rath, Mr Massey said the opening of the Panama Canal made a tremendous difference to the countries of the Paeifie. A strong navy meant life or death to the- nations o| the South Paeifie. lie wanted the Empire representatives to speak with mv voice and a.s one man.

Mr Massey added that lie was not afraiil to trust native races with sellgovernment .
