FLAW IN PROVISIONS. - REFUND OF FINES. (United Service Telegrams.) (Received 8 a.m.) WASHINGTON, February 28. The Supreme Court has declared as unconstitutional certain provisions of the Lever law by which profiteering is punishable.- As a result (the Federal Government will be compelled to make restitution of hundreds of thousands of dollars collected as fines from merchants who were convicted of charging high prices for various commodities, principally food and clothing.
