The situation is easier, largely owing to Lord Derby's diplomacy. France’s latest Note to Britain is most conciliatory. lit is now hoped that the incident will sovm be closed, especially as it is semi officially reported from Berlin that the Germain troops are being withdrawn from Ruhr district, as they are no longer needed.

The Lokal Anzciger stales that the French have occupied Babcnhavsen, and are about to occupy Aschaffonburg, a few miles eastward of Babcnhavsen. The paper dodlares that the French intend to systematically extend the Occupation zone with a view to separating North Germany from South Germany.
The municipality of Essen, including both Socialists parties, has protested against the French occupation of Frankfort and other towns.
Britain’s reply to M. Millerand’s Note is conciliatory but frank in tone. Discissions on both sides arc welcomed r.s assuring an early agreement in detail.

The Berlin newspaper Preichoit states that General Luttwitz and Colonel Bischoff. who are staying at Fnanzburg, arc plotting another revolution, embracing the whole 'of Germany, alnd that several regiments, as well as- student corps, Ki various towns arc spportvng the movement. The FV(.« heit adds: “The Government is aware of the plot, but does not intervene, nor is it executing warrants for the arrest of Luttwitz and Bischoff for participating in the Kapp revolution.”
FRENCH PLEDGE TO BRITAIN
