Official correspondence shows that the attitudo of Mr. Elihu Hoot, American Secretary of Slate, on tbo Congo annexation is identical with that of Sir Edward Gray, Ho declares that the results of the system inaugurated by the independent State of Congo is inconsistent with tho obligations under the Brussels Convention, and that radical changes in the administration aro required.
