The Daily Express states that tlio Lords of tlie Admiralty informed tlio Cabinet that unless thoir programme was accepted they would resign in a body, and that Viscount Morloy and Mr. Hums thereupon withdrew their opposition. , Mr. Lloyd-George and Mr. Churchill continue to oppose tlio programme.
