(Received January 28, 9.18 p.m.) OTTAWA, January 28, Mr, Cartwriglit, speaking in tho Senate at Ottawa, stated that there had been paurparlens with German officials regarding the surtax on Gorman goodp. Canada's legislation was not directed against Germany, and it was in tho power of Germany to obtain more favourable tariff relations with Canada by placing Canada in the same position in regard to the German tariff as slio hold before the introduction of British preference, which caused Germany to shako her mailed list ,and put Canada in an unfavourable position in (-ending goods to" Germany. Canada's surtax followed, as Germany was selling sevenfold in
Canada, as compared with Canada's sales in Germany.
