The first' essential must be tho indeetructibld subordination of military to civil authority,' Secondly, it was necessary to pay duo and becoming regard to Indian authority in the determination qf India's neods, He added : " In defending tnese principles I am sacrificing my position sooner ihau sacrifice them. I have behind me the whole Civil Service of India, tho unanimous weight of unofficial English opinion in India, an oveipoworing preponderance of Indian opinion, and, what is moro significant, the Stato the greater pan of tho Indian army. These principles have momentarily disappeared, but wil re-appear beforo very long,"
