Some donbt appears lo exist as to whether nbsent'voters have the righ,t to vote on tbe licensing question. , Mr.'Mansfield, chief electoral officer for the oolony, poind on 1 that under section 7, sub-section g, of the Lioenaing - Act, 1695, absent voters will eaoh recoivo a voting paper for the local option poll, and that his vote counts for tho district for which he holds the voting permit; and seamen are provided for in tbe same way under section 32, sub-section k, o! the Elocloml Act, 1906.
