Speaking at the opening of the Farmoi'B' and Settlers' Association annual conference, tho report of whioh strongly urgedroform in the lands administration, Mr, Onvrulhcrs, Premier, said that the Government intondod to mako drastic olianges, and a Bill bad "been propared ornbodying the policy of tho throo commissioners, whoso duty would be the administration of tho Lands Department, Bubjoet to the Minister only on niattois of policy. At tho end of two years thoy would submit a report embodying the roform. Tho duty of tho commissioners would bo to boldly attack tho land laws and sweep them away, and substitute some simple Act, He also warmly fnvourod a State land bank.
