I hope the day labour system, ujder thoroughly qualified supervision, will be adopted in iho matter of laying down the mains. The trouble with the contract system for a job of the kind is that the contractor might be an outsider arid could bving his-workmen willi him, arid hia would require double the amount of supervision thai would be nect Bsary with our own men under ihe day labour system.
