Important Resolutions By Telegraph,—Press Association. Rerfton, this day The Westland Trades and Ltbour Oounoil is sitting here. Resolutions so far have been carried on suoh matters as prices of coal to miners, the weighing of coal at the mine's month, the uso of explosives, accident insurance fund, superannuation fund, gas in mines, winders' certificates, etc, With regard to ventilation it was resolved that all mines be ventilated bj fans, nnd that in all mines whore aufoty lamps are used it shall bo compulsory to have a gas-fester at tho pit mouth, so that a miner oan test his lamp bofore entering the mine, It was resolved that any person wishing to take a iirem m's position in a mine shall have at least two years' practical experience as miner, and be compelled to pass an examination by tho Inspector of Mines on gases boforo being allowed to carry a closed lamp to detect gas, nnd shall have a thorough ltnowlelge of timbering and ventilation. It was resolved that no rock drilling machine be permitted to be used in any mine unless a spray of water is at all times providodto keep down tho dust. It was also resolved that the Mining Act be amended to provide that at all times vent laiion bo provided to the extent of 100 cubic feet of air per minu'e for oaoh man and youth it, the mines, end 160 oubic foot for a horse or other animal,
