London, January 30 A Bi.ua Book in connection with the Thibethn expedition discloses that Mr. Brodricti considered Colonel Youngbusband exceeded his discretionary powers in accepting the .Thibetans' proposal to pay 75 million, rupees in 75 annual instalments, Britain holding Chumbi valley as security ; also in securing the right of a British commercial agent to occasionally proceed to Lihassa, despite Lord Ampfchilt's remonstrance, Mr. Brodriok insisted on modifying these stipulations and the remittance portion of the indemnity as an act of grsce. Lord Lansdowne informed Russia that so long as no other Power intervened, Brit t >in would not annex Tibet or establish a protectorate, or control the internal ad* ministration.
