SPEECH BY LORD SELBOURNE Press Association,—Copyright. LONDON, November 15 Lord Selborns was the principal guest at the Dolphin banquet at Bristol. Replying to the toast of the Ministry, he expressed satisfaction at the arrangements ior settling the North Sea outrage. He declared that the strength of the army in India would heuceforth be governed by the Russian advance in Asia and the great fact that Russia's two railways were terminating on the Afghan frontier 100 miles from our ail ways.
