Count Okuma, addressing the united clearing-houses of Tokio, said it was impossible to foretell the duration of the war, but he predicted that in two years the war would cost Japan two thousand million yen, (£12:1,000,000) and the Russians three or four thousand million roubles (about, £600,000,000), Russia had reached the limit of borrowing and taxation.
