Tho Mayor, m moving the resolution, said ho thought it was bad that decoasod should have been kept in tho surgical ward for five wooks boforo it was discovered thai his back had boon broltou. Tho worst festure of tho case, in his mind, wan that a oortifioato should havo boon giver, to the insurance company concerned to tho effect that the maa should bo out of the hospital in a certain timo, Dr Sharwau, one of the Councillors, expressed tho hope that tho committeo would give this niattor thoir serious consideration.
