GREAT CONFLICT LOOMING. . NEW YORK, Nov. 20. The New York Times’ Washington correspondent says: Mr Hoover, in a speech before the American Engineers’ Council, declared that one of the great conflicts in the distance was that between the employer and organised labour. Mr Hoover the expansion of Federal and Labour exchanges to find occupation for seasonal workers. He suggested collective bargaining to vary the. level wages fixed by workers in accordance with the skill of the workeu. He added-that there would be little outcry against the closed shop if it Were for the purpose of increasing production by offering to the employer full value of the workers’ mind and effort.
