The Chicago Tribune s Tientsin correspondent states that American and British relief expeditions are conferring at Pekin, and hay© agreed that it would be unwise to feed any part of starving China unless food supplies were continued until harvest-time. Mr Crane, American Minister in China, declared, “We can barely scratch the surface."

Observers declare that if 5 per cent, of the twenty million starving are saved they will consider it a great accomplishment, but it is not believed more than 1 per cent, will be succoured. Crops in the starvation region have failed for two years in succession, due to grasshoppers and droughts.
