HEAVY DEFEAT OF LABOURITES. Reuter,—November 3, 9 a.m. LONDON, November 2. The outstanding feature of the municipal elections in three hundred English boroughs, in which one-third of the membership is annually electable, was the heavy defeat of the Labourites, pcrticulnvly in the industrial districts. The most- prominent issue was the sparing rates, which are the highest where Labour control affairs. t
