IMPERIALISTS WANTED.
So. far as the Empire is concerned, to quote Sir Sidney Low, the wellknown publicist, “there is no common Government, there is no common Legislature, there is no common financial, fiscal, or legal system; there is no common army, or even as yet a common navy; there Is no kind of political machinery which Is common to all the members; there is only In a very restricted sense, a common citizenship'” The great war hastened the development of Imperial politics and the practical achievement of Imperial Union. There have been held Imperial Conferences, and during the war, an Imperial War Conference and an Imperial War Cabinet were' brought together, the latter comprising the heads of governments of all the-Empire, to discuss issues raised by the struggle, \ With the return of peace the special duties of the Imperial War Cabinet diminished, but by its own resolve it made possible the summoning of an Imperial Cabinet annually or "at any intermediate time when matters of urgent Imperial concern require to be settled,” Such a Cabinet will be
practically a central executive of the Empire, but to be a central executive it will need to be comprised of statesmen who can raise themselves above party politics. ’ Better still it should be formed of men who belong to no particular political party, but who can think Imperially, who will not be blinded by political colouring; men of huge judgment and a long vision, who have studied the many complex problems of the Empire. It should not be left to whatever Government happens to be in power to appoint the delegate; he should be elected by the people of each Dominion by popular vote.
