The North China Daily News states that a German engineer named Kocher, who was recently nominated as directorgeneral throughout China for the German electrical firm of Siemens, has contracted for the supply of the macincry necessary for the exploitation of a colliery near Hangchow', despite the fact that Germany maintains her inability to manufacture such machinery for the restoration of the French coalfields. Moreover, Kocher has ordered from Germany a quantity of electrical tramway and factory equipment, severely undercutting the prices of the British, French, and American products. Kocher was one of the most active German propagandists during the war. but, thanks to Chinese influence, was not repatriated.
