(By Telegraph—Special to “Herald.”) WELLINGTON, August 27. “Unless die case, has been wrongly reported or there are ameliorating circumstances, «the sentence is a scandal on justice,” declared Mr L. M. Lee replied that he had “noticed the paragraph and would have the case investigated.
