REPORT OF MILNER COMMISSION. LONDON, August 22. The Milner Commission will report in favour of the recognition of the independence of the sovereign states in Egypt, which will be embodied in the new Auglo-Egyptiau Treaty. Egypt, will control her own foreign relations and appoint diplomatic representatives. The army of occupation will he withdrawn within the stipulated period, though Britain will retain a small force"to protect the canal, though the officials not absorbed by the Egyptian civil service will be withdrawn. Britain will <ruanntee Egypt’s security against aggression, Egypt Britain’s special position in the Nile A alley.
