FAULTY LEGISLATION, Deceived August 21, 10.50 a.m.SYDNEY, August 21. Cabinet has adopted the Chief Electoral Officer’s report, stating that he is unable to conduct the by-election caused by Mr Bseby's resignation, owing to the fact that no machinery is provided in the new electoral law for a byoelection, and the Speaker’s writ is consequently useless. Speculation is rife as to the next steps. Some quarters are urging tbe Government to immediately pass amending regulations.
