REFORMS IN INDIA

A POPULAR APPOINTMENT. Received August 21, 10 a.m., DELHI, August 19. In view of beginning the reforms scheme in India several new appointments are announced, including Lord! Binha as Governor of Behar and Cissa. He is the first Indian to become head of a province. The appointment has gratified the natives of all classes.
