The Coal Commis.-jonor makes the folL wing it:coinnieiidatit.r.=; —Ike prohibition, under an adequate penalty, of r.nv strike or sectional suspension of work without a previous secret ballot of fhosa concerned; the establishment of a system dealing with efficiency claims, dividing the respousii ilitv between the men and the management; the institution of twelve months’ for at lea-t six months) cavil, or the abolition of the cavilling system; the recognition cf the afternoon shift as a permanent working condition; the absence of an employee for more than one day without a medical certificate to constitute a sufficient cause for dismissal.
