WANGANUI EMPOWERING BILL.

(By Telegraph—Special to “Herald.”) WELLINGTON ,August 19. The Wanganui Empowering Bill has been reported from the Local Bills Committee, with a recommendation that it be allowed to proceed in spite of the informality regarding the deposit of the plan. The Committee are of opinion that any delay will cause financial loss to the Borough. It has made several al terations in the Bill, and has reduced the maximum rate of interest on the proposed loan to 5£ per cent.
