SOUTH AFRICAN ACTION. Received—August 17, 12.5 p.m. CAPETOWN, August 16. In the Assembly, General Smuts announced that ten millions sterling, belonging to non-resident and nondomiciled Germans, was not paid to tho Repatriation Fund, hut was taken as a loan to the Union for thirty years, at four per cent, interest. The certificates issued were not transferable, and, for at least five years, would prevent the proceeds from reaching other than the German owners.
