STINNES’ NEW SCHEME, LONDON, August 3. The correspondent of the Daily Mail at Vevey states that the German delegates to the International Miners’ Congress propose the formation of an International Coal Board, cleverly associating with this scheme the question of supplies to France. is hoped to prove the impossibility of carrying out the Spa agreement, thereby securing the congress’s support against the Allies’ renewed demands.
