Signor Sforza, in the Chamber, discussing the St. Germain peace, declared that the blockade had been a greater advantage to the Soviet Government than to the Entente, owing to its moral effect upon the Russians. It was not a policy with which the Italians should sympathise. The communistic experiment in Russia must be allowed to take its own course and prove its own strength or inability to continue, and must not be given the honour of martyrdom. For those reasons Italy entered into an agreement to receive a Russian representative, and to send an Italian to Russia to promote the economic development of both countries.
