A deputation of the Revolutionary Government entered the city under American protection and demanded peaceful surrender within twentyfour hours, otherwise the city would be surrounded., The deputation promised that the Japanese withdrawal would not be hindered, and agreed that the Allied fleet be utilised for the protection of civilian life and property. The mission was received, but was doomed to failure. Japanese troops from transports rushed the outskirts of the 'city, forming a cordon on the peninsula, and enabling Rozanor to hold the city.
