TERMS TO BE OBSERVED. Australian and N.Z. Cable Association. PARIS, January 28. The Foreign Minister announces the completion of the Peace Treaty. It transfers to Japan Germany’s Shantung rights and interests. Japan is anxious to speedily carry out restitution of Kiochow and act in strict conformity with repeated declarations and pledges. Japan intends to withdraw at the earliest moment the Japanese troops stationed along the Shantung railway, even before the agreement is concluded with China regarding Kiochow and other questions, providing Chinese police are reorganised with a view to taking over the protection of the railway. .
