The Council of Ambassadors considered the experts reports upon the German ■warships handed over as reparation for the Scapa Flow sinkings. The Germans displayed their habitual cunning. The ships were only bare hulls and engines. They had removed all the armaments so that the vessels are valueless as fighting units. •
The French delegates on Die Council demand that the Gormans be taught a sharp lesson for their latest perfidy.
