The Cabinet, however, is anxious to keep down military commitments. 'Hie Press opposes intervention, regarding the Bolshevists as too strong.
THE RESUMPTION OP TRADE.

LONDON, January 19,
Mr J. L. Garvin sees indications pointing to possibilities of real peace with Russia. He believes the Bolsheviks are ready to attempt industrial reconstruction. The Allies need full_ light on internal conditions in Russia. Resumption of trade will afford opportunities for inquiry and an authoritative report. WASHINGTON, January 17.
Me Hoover commended the Supreme Council’s deciaon to lift the Russian blockade. He said it would result in the greatest blow to the Bolshevists’ moral, since the Bolshevik unanimity had been brought about by the blockade. He added that it was improbable that Russia could have any wheat, flax or cotton for export.
