The Times' Washington correspondent says that representative Tinkham is to introduce a resolution in the House declaring that the war between the Unit-' ed States and Germany has ended. The resolution will be referred to the House Committee of Foreign Relations. It is not believed that the resolution will be adopted.
The Times’ Ottawa correspondent states that Sir R. Borden will probably retire from public life owing to illhealth.
LONDON, December 6. The Daily Chronicle says that the Home Rule Bill will be introduced soon, and the Government hopes to complete the second reading before Christmas.
