ARMED REVOLT AIMED AT.

The Department of Justice has published a document approved by the Federation Union of Russians _ and workers of the United States, 'which is fathering Radical movements, stating that the proletariat must convert small strikes into general ones, and the latter into an armed revolt by the labouring masses against capital. State workers must immediately seize all articles of consumption, and make the working classes masters of all general wealth. They must mercilessly destroy all remains of Governmental authority and class' domination, liberate prisoners, demolish prisons-and police officers, destroy all legal papers pertaining to private ownership of property, aft field fences and boundaries, all certificates of indebtedness, shoot prominent police and military officers, and must establish city communes, ■which latter will combine with the International Commune Federation.
