To pacify officers, particularly those of the General Staff, the German Government has promised them that it will not allow the Kaiser, the Crown Prince, and the military leaders to be handed over to the Allies. TWENTY POWERS WANT HIM Received July 5, 10.30 a.m. LONDON/ Jnly 4. Over twenty of the Allied Powers will appeal to Holland to surrender the exKaiser for punishment by death or life imprisonment. The procedure of the trial will he set up by the Commission, which will shortly be appointed to carry ont the terms of the Treaty, CONJECTURES. LONDON, Jnly 4. The public are discussing whether the Kaiser will be tried at the Old Bailey or Westminster Hall. He will possibly be imprisoned in the Tower pending trial, at which a British Judge is to preside.
