Sir Edward Carson stated that the - Bill established the most gigantic Dei partment ever known, and would prove . the most expensive experiment hi his-,.-tory. Sir Eric Geddes had carte blanche ■to spend what he liked for two vears. Th is was gambling gone mad. No estimates were required, and there was no limit to the expenditure by Sir Eric Geddes. The debate was adkurrned.
