THE EFFECT OF CONTINUANCE.

In the event of National Continuance being carried at to-morrow’s poll, a licensing poll will be taken on the day of the next general election. There will be three issues, namely: (1) National Continuance, (2) State Purchase and Control, (3) National Prohibition. National Prohibition will bo without compensation, hnd if carried will come into force on the 30th June next following the date of the poll, and there will be no further licensing poll. The exemptions will be the same as those provided for under Prohibition with compensation. The decision will be on the basis erf the simple majority, but each voter will be allowed to vote for one issue only, and no issue will be carried unless it secures a majority of the total votes cast. If National Ownership is carried the Government will purchase at full valuation the properties, plant, stock, furniture, and fittings of ail breweries and hotels, and will also pay compensation for termination of trade. The Minister of Finance is authorised to ; borrow .£10,000,000 for the purpose of <> purchase, but the sum to be paid is

not limited. The issue of local nolicense -will not be submitted at the general licensing poll, and local restoration in present no-lioense electorates cannot be carried 'except upon the same basis as local no-license was obtained, i.e., by the three-fifths majority. In the event of neither national prohibition nor national ownership being carried at the general licensing poll, the same three issues will bo submitted under the same conditions until either national prohibition or national ownership is carried. The issue of local nolicense will not again be submitted. If national ownership is carried the proposals to be submitted at the next following generhl election will be (1) State purchase and control, (2 )national prohibition. The basis of the vote will be the simple majority.
