PRESIDENT WILSON’S AMENDMENT. Australian and N.Z. Cable Association Received April 3, 11.10 a.m. NEW LORE, April 2. The New York Times’ Paris correspondent states that President Wilson will make an effort to draft a provision in the covenant for an amendment along the lines of the proposal for the reservation of sovereign rights of individual nations. This provision may meet the demand for the protection of the Monroe Doctrine. SOCIALISTS' REQUESTS. Received April 3, 10.45 a.m. v PARIS, April 2. ■ The executive of the Berne Socialist Congress has asked Lord Robert Cecil to hasten the inclusion of Germany and Russia in the League of Nations. It is also hoped that no mandatories will be given until the League is formed. On this latter point Lord Robert Cecil said that the mandatories must be issued as early as possible, as certain territories needed to be brought under settled governments forthwith. CONSTITUTING THE LEAGUE. Received Anril 3, 10.45 a.m. PARIS, April 2. A committee is being formed to undertake the work of constituting permanent machinery for the League of Nations. ,
