MILITARY SERVICE ACT.

(THE FIRST AND SECOND J DIVISIONS. (Per United Press Association.) WELLINGTON, September 24. In the House of Representatives this afternoon, a Bill to modify the provisions of the Military Service Act was introduced by Governor's Message. Sir James Allen explained that the Bill merely dealt with the balance of the First Division, who were to be included in the Expeditionary Force without a ballot. Be asked the House to pass the Bill as a matter of urgency. Dr. Newman asked if the Minister was sure this included the whole of the men i'i the First Division before the Second Division was called up. Sir James Allen said that all that remained of the First Division was less than 4000, and these were being cleaned up every day. It was not possible to get hold of them all at once. Replying to Mr Wilford, Sir James Allen said young men arriving in New Zealand from other countries and becoming domiciled in the Dominion were caught under the main Act. If they remained in New Zealand long enough they had to go into camp. Dr. Newman urged a close combing out of the First Division before the Second Division was called upon. The Bill parsed all stages as a matter of urgency.
