A GERMAN TRICK.
EFFORTS TO CREATE DELUSIVE PEACE. Australian and N.Z. Cable Association. LONDON. April 18. According to the Morning Post's Berne correspondent, the Gazette d • Lausanne says that Germany is preparing a colossal trick for the Entente- She is arranging a pseudo-revolution in order to'excite the Entente's pity, and ■ ding to introduce democratic liberalism in the hope of creating a delusive peace. The Kaiser was induced to primose radical reforms likely to impress the Entente. "MY GRANDFATHER'S STEPS." TRANSPARENT DECLARATION.
Details of tho Kaiser's jecont statement regarding projected electoral reforms in Prussia arc supplied by Router's correspondent at Amsterdam. ■'l am," said the Kaiser, "conscious that I am following in the path of my grandfather, in maintaining a lighting force as the. real people's army, and promoting the social rise of the people, while holding a just balance between the people and the monarchy. Jam resolved to begin the upbuilding of internal economic and social life as soon ns the war situation allows. While millions of my contrymen are fighting, the conflict of opinions behind the front is unavoidable. In such a farreaching change the constitution must be postponed until the home-coming of the Warriors, to enable them to join in the counsels and the voting. In order that, at the happy conclusion of the war. which I confidently hepe is not far away, all that which is necessary and appropriate in this respect can be done at once, I desire that 1 lie preparations be immediately concluded. "The reform of the Prussian Landtag, and the liberation of cur entire inner political life, are dearest to my heart- At my request the preparatory work for the reform of the electoral law in the Lower House of the Diet had already begun at the outbreak of the war. Tn view of the gigantic deeds of the people, there is no room in my opinion in Prussia for class electoral law. The Rill will have to provide for a direct and secret election of the deputies."
